Layer Two Forwarding Last modified: Wednesday, October 31, 2001  Often abbreviated as L2F, a tunneling protocol developed by Cisco Systems. L2F is similar to the PPTP protocol developed by Microsoft, enabling organizations to set up virtual private networks (VPNs) that use the Internet backbone to move packets.
